This are the loadouts I use and that work for me. I motivate you people, that are reading this, to test each card and to see which ones you like.

Snack Attack

When you get an Elimination, drop a Health Pack that Heals the entire team for 900 when picked up by an ally. Health Packs are visible to allies and are not able to be seen or interacted with by the opposing team.

Detonating a Magic Mark also damages all enemies within 15 units of the victim for 75% of its damage.

Peppy

Reduce your active Cooldowns by 30% after getting an Elimination.
Level 3

Wobbles
Scamper
Reduce your damage taken by 24% while using Scamper.
Level 3

Morning Breath
Familiar Spit
Increase your Movement Speed by 20% for 4s after applying a Magic Mark to an unmarked enemy. This effect can occur once every 4s.
Level 4

Greater Good
Familiar Spit
Gain 18% Lifesteal against enemies with the maximum number of Magic Marks.
Level 3

Symbiotic
Armor
Increase the Healing you receive by 14% while at or below 50% Health.

Moji doesn't have that much of variety in her cards, that's why I'm putting this loadout for Snack Attack and Boom Boom. Peppy and Wobbles are good cards that I recommend running at level 3 because at higher level is a bit too much. Morning Breath, although it only works only in 1 enemy, you can refresh it after the duration finishes, this means that you can % movement speed constantly as long as you apply marks. Greater Good and Symbiotic are still nice cards to have even after their nerfs.

This is my personal opinion, but I think that Toot is way overrated. You've maybe seen a lot of toot loadouts and they are almost kind of the same. this is what I mean of variety, there's little that you can do about it without having the effectiveness reduced.
Moji bullies Frontlines. Ash uses her ultimate, eat her. Atlas rewinds, do the damage again. Barik and Fernando dont have shield, bully them. Inara dies, even with Damage Reduction. Destroy Khan's shield and he is dead. Makoa, Raum and Ruckus are ultimate generators. You have to play intelligent against Terminus, make his syphon run out first. Torvald is easy to kill. Yagorath is THE ultimate generator. Damage her and stun her (your ultimate stuns her for the duration of your ultimate).
She can either have an easy or a kind of difficult time dealing with them, it depends on the map and items. Corvus can escape and get to high ground. with Furia, just check the beam and the orb projectiles. Grohk isn't an issue. Grover can go to high ground. Io is easy to kill, just check when Luna is about to stun. Jenos is easy to kill. with Mal'Damba and Pip, be ready if they are going to use their ultimate. Seris is easy to kill, if she stacks on you, use magic barrier to remove them. Ying can get out by teleporting to somewhere else.
It's 50/50. it really depends on the player's skill because you can against a really good player or a decent player. A tip I can give is that the one that lands all of their shots and and manages their abilities well will have a higher chance of winning.
The items depends on the situation of the match, but I can give my opinion on all of them (Deft Hands isn't there because Moji can't buy it)

Illuminate when there's an annoying invisible character, resilience if there's a lot Crowd Control, Blast Shield against area damage, Haven against direct damage, all Yellow items are good items, Rejuvenate and Veteran aren't needed since Moji can self heal for a lot, Kill to heal and Liferip are good items, all red items are good.
