Since the release of Dawnforge, Ying has arguably become one of the best supports in the game. Now, as crazy as that may seem, the concept as a whole is pretty simple. She's not the best because that Focusing lens Ying you played against the other day rolled your team, or the Resonance Ying on your team stopped shattering her clones and allowed them to heal for once. No, it's much simpler than that. Ying is one of the best supports because Life Exchange's effectiveness has doubled since the patch.
Shatter's internal CD was reduced from 4 to 3 seconds, which gives Ying the ability to shatter every second when paired with the correct cards and items.
For your deck, all you need is Brittle at 5. The rest of your cards can be whatever fits your playstyle. However, I recommend having Encouragement and Spring Bloom to allow maximum shattering.

Brittle
Shatter
Reduce the Cooldown of Shatter by 2.5s.
Level 5

Encouragement
Armor
Reduce your active Cooldowns by 4s after getting an Elimination.
Level 4

Spring Bloom
Illusion
Reduce the Cooldown of Illusion by 1.5s when an Illusion dies to an enemy.
Level 3

Fracture
Shatter
Heal your Illusions for 40% of their maximum Health after activating Shatter.
Level 2

Carry On
Illusion

Level 1
Most Ying decks consist of Morale Boost and Chronos, and this playstyle is no different.
For your items, start with Chronos and prioritize buying up to level 3. Afterward, prioritize Morale Boost. However, if defensive items are required, buy them after Chronos.

Morale Boost
Armor
Increase your Ultimate charge rate by 30%.
Level 3

Chronos
Armor
Reduce the Cooldown of all your abilities by 30%.
