Makoa simply does not work as intended if not using pluck since his weapon aren't a closerange weapon like a shotgun like Roadhog from OW has. while leviathan is fun and good it simply feels to bad to play since you will have to rely on your team to get kills since you loose the burst capability. Halfshell has been atrocius since the uptime nerf but can still be used if e.g all pointanks are banned or that there are multiple spammers but in that case i would still go pluck since it actively counters most of the spam champs.

Champions who heavily rely on movement are often easy to counter using your hook e.g evie who is basicly dead the second she is hooked. especially champions who need large chargeup times for movement like Raum, Ash or Yagorath where you can stop them and put their movement on cooldown, additionally those whose movement are depending on other factors like Dredges shortcut, where you can both hook him away from it or if you know its location into it to send him to his death. (some of these arent directly weak to makoa but they have large hitboxes and pridictable movement like buck and bk who are also seen in the weak against) often saving your hook can be more advantatius instead of spamming it to get more dmg such cases could be saving it for when Ash or Raum chage up their movement or like i mentioned with Yagorath where you wait for yagorath to turn into her rolling form then hook her this will stun her and since she is still in rolling form she looses her dmg reduction it also cancels andro and terminus siphon and reversal and unlike zhin's counter your hook will go right through them. this can also waste time on dmg buffing abilities like tyra's and kinessa's ult and tiberius's combat trance and talus overcharge and even cancel some like Imani's firecanon. (this also works against enemies with furias dmg buff) and more.
first of any enemy with deployables can easily counter him a prime example would be Barik who with help of his small stature can hide behind his constucts making Makoa unable to hook him
