General Overall balance in this patch that alters the current sustain meta are :
1. Sustain essentials i.e. Lifesteal nerfs (Talents and load-outs)
2. Items( Resilence prize reduced and master riding prize increased)
3. Healing numbers buffs for supports.
Meta still heavily relies on building a comp that can either have so much aggression (burst damage, usage of good potential ultimates to overcome the sustain from enemy/ Heavy Self-sustain or Beefy(Hard to dive champions) compositions synergizing with the corresponding supports champions.

Queen of the sustain meta/ leader of the point tanks, great cooldown cycles, and abilities that and can be fitted in any sustain comp except single healer Jenos.

Excels in their own special roles, io great heals/dr buff plus a 5 man zoning with luna point presence;
Terminus and Ash get benefited from their ability to sustain much more than other tanks and fit into the point tank/off-tank roles really well due to the support meta. Plus Khan which is the counter towards them went downhill with his stun duration reduced from vortex grip.
Androxus is great at having the flexibility to fight backlines and also deal good dmg before diving. His strong hitscan pressure also forces enemies to alter their team picks surround DPS/support
Kinessa stays above Strix with her ability to have a bigger burst dmg that ignores healings for target execution, her teleport ability also allows her to have a more flexible playstyle as a sniper that can survive and adapt the situation better.

Overall works great in a coordinated team if the above tier champions are either taken/picked during drafting.
Great ultimate usages from these champions can turn the tide of the fight towards their favor often.
They all have abilities to enabled teammates to create more space and pressure for their enemies.

Fits the filler role if the above mentioned were either not suitable for the team composition or requires the elements of surprise to alter the team playstyle for their benefits. Most of them are great dueler in their own roles but can be countered by special picks. Thus not recommended having them as early pick during the draft phase.

This category of champions is consistent with their own capabilities to fulfill their team roles. However, they get outshined by champions that fit better with current sustain meta and they suffered from having limited playstyle.

Map dependency is greatly required for them to excel in their roles, again not recommended to draft early with them as the enemy could pick counters that drastically decrease your effectiveness when playing these champions.

Fernando lies here since the lack of effective dmg range and unsuitable kit for the current meta.
Grohk/Pip as the main healer will suffer from lack of dmg that later decreases their ultimate charges. Delaying that essential part of their kits will further downgrade their effectiveness overall.
Seris is a heal bot and wins only in the early part of the game.
Sidenote: These three healers can be played as DPS support which could completely reshape and put themselves in a better spot in the tier list, mostly lies between A+ and A.

Is Grandpa You cannot hurt him by giving D to him.
He is viable if your team really excels in Hyper aggression playstyle. If your pocket DPS/flank is able to lock down specific backline target and ensuring your own team can protect themselves from a 3v5 then IT should be WORKING!!!
