Permabans: (potentially 4 best champions in the game)
Makoa: Buffed from previous patch
Zhin: Buffed from previous patch, guillotine against double tank provides for serious threats
Maeve: buffed prowl, high impact outside of ult
Sha Lin: silence arrow enables rapid shot burst, almost guaranteed kill on any non-tank
s+
Potential Bans:
Barik: play style changes (tinkerin dead), still the most versatile point tank
Atlas: cc still present, shield more consistent uptime, very strong off tank
Jenos: consistent dmg boost in a strong dmg meta will always be strong, low healing so compositions are limited
Io: enables double off tank playstyle, dog utility, very strong healer
Koga: high sustain flank, dragon fangs burst, difficult to prevent from escaping
Evie: most mobile flank, great poke
Tiberius: Combat trance is great consistent dmg, enables aggressive dmg playmaking
Cassie: still cassie, ult strong, potential burst still present
Strix: flare weaker, still best sniper rifle in the game, pistol weaker

Strong Options:
Terminus: though map dependent, boost to siphon helps term sustain on point and boosts damage with calamity blast, opens term to more maps
Raum: still countered heavily by cc and percent dmg, advised picking towards the end of the draft if neither are present on enemy team
Khan: ult still great, storm with ammo and ammo regen is still viable
Ruckus: mobility increase, a psuedo flank tank, much more viable
Grover: though map dependent, grover still provides consistent sustain, utility and dmg to his team
Furia: highest dmging main healer, beam for stunning, less healing, could be paired with off support
Damba: high gourd healing, great for point and backline compositions
Pip: able to have multiple sources for healing, great ult for turning fights
Skye: healing skye is very strong, combined with another support she is tough to kill if you do not have a blaster, that is the best counter for her aside from displacement champs like ash, khan, koa, cassie, etc.
Androxus: mobile hitscan, verticality
Buck: same benefits as andro, more divey and committal style of play
Moji: bursty, ground locked, blast dmg
BK: best blaster in the game, compotent against almost every opponent aside form drogoz
Drogoz: verticality, can poke well, weak to hitscan
Viktor: consistent dmg with escape and grenade burst dmg
Lian: burst, auto aim, constant dmg

Not bad, not going to carry:
Inara: worse than barik, worse than term when term can be played, requires high healing
Fernando: offers blast dmg, just not as bursty as other tanks, shield punishable
Ash: not as bursty, good selfsustain, punishable ult
Torvald: wrecker nerf and heal on protection make him a psuedo support, still punishable by diving
Seris: heal bot, spams healing, does less dmg and no utility
Ying: heal bot, spams healing, does less dmg no utility
Vivian: constant dmg, not bursty
Kinessa: weaker sniper, weak to dives
Willo: weaker blaster, offers deadzone against damba
Tyra: can mark priority targets, no escape, weak to dives
a+
Niche Options:
Grohk: against an enemy composition with two deployable champs, grohk is a contender
Talus: ground locked, cc punishable, low verticality maps viable
Lex: ground locked, cc punishable, low verticality maps viable
Imani: burst potential with mana, still very diveable with frostbomb only freezing for 1 second
Dredge: maps where high ground is near the point, point focused champ

No champion seems completely worthless this patch, I'd consider this a positive patch
