It's not a serious tierlist since it's or may be too inaccurrate and it's based on the experience of a silver like me, it's true i'm silver currently and my highest rank was gold 3- gold 4 and also based on how op they are(like imani or dredge or koga or skye) or how good they are for ranked(like cassie, lian andro, drogoz, evie, bomb king, makoa or inara) but all of this is not serious. (Edit; it's about how annoying or unfair or strong they can be to play against)

The only annoying thing about Ruckus is when my team picks Ruckus as the only tank on casual and losing because the enemy had 2 tanks or a strong point tank and my team has only Ruckus as the only tank, he's worse than Atlas trying to point tank and even Viktor can point tank better than Ruckus. And it happens a lot on casual.
