Reanimate is here bacause its charge rate is SLOW and Convergence because it can be clocked by shields. Atlas ult has potential to be a LOT of kill confirms or a point confirm, but it can be negative for the team, get no value or get you killed because of the ability lockout and the slow.

Dragon punch has a high reward but a LOT of risk; same for bk. Cassie ult is a lot of information, but it can be played around, barik ult confirms a point, but its channel time is long and it can be destroyed with items. Kinessa ult can be avoideed with line of sight or shields and if you move to chase people you lose time with it. Zhin is vulnerable in his ult and people in ult can get healed, but even so it still puts the fight in your favor and usually ends on a kill OR it can be used for mobility due to the nice refund.

all of these ults put out high dmg or have high team disruption potential, but they have item counters, they leave you vulnerable, they are not confirmable or they are simply inferior to the ones above

ults taht are simply very situational or that do not leave you with much value

Io ult should be in s or s- but its the fattest ult in paladins so it clips on everything. Ruckus ult leaves you really vulnerable. Skye's is simply too avoidable
