jenos can boost any flank on this list and make them way worse to deal with, or make the already top tier ones impossible to kill w/o team intervention.
maeve is like evie, but since she still has a path to where she's moving you can kind of track her unlike the evie who has actual teleports.

koga dashing through your shots can be bad if you miss the first one then he just kind of closes in on you while you've done no dmg.
andro isn't that bad i feel his headshot hitbox is easy to hit but like koga his dashes can make you miss the first shot and you lose
torvald like jenos can boost anyone but atleast w/ this they USUALLY dont run the dmg boost legendary this patch, and wrecker does counter later in the game.

raum primarily is just bad because you have to put your full attention to running from him, he's too tanky for you to actually out dps him.
terminus is the one tank who can actually immune your shots with his siphon, also can do a bit of burst like a sniper from far in the end though he has range
skye is invisible can't hit invisible targets who close in on you even with illuminate it's difficult
buck he's tanky and has good dps even landing a headshot doesn't guarantee a kill
ash can gap close and will solo ult you 9/10 times
ruckus has good dmg out put and can gap close you with his rocket boosters

strix doesn't really COUNTER you he just has tools to outsnipe you and with proper loadouts your 1 shot headshot won't finish him so you'll have to solo ult him
zhin isn't that bad as I feel most zhin's start the fight with MB1's which make the entire fight free because you'll usually end up getting the first free shot then he'll try to billow or counter both of which are bad against you as you can wait them out, the dash can be difficult to track but you probably haven't used your teleport yet...?
sha lin is actually pretty bad since he can disable your escape, but you can out dps him as you're a sniper you out range him as well, you wont be playing in his play zone regardless
viktor burst mode is actually a problem with his healing and everything he can tank like 2 shots and be alive due to life steal
cassie has good burst still and the disengage can mess up your shots if landed right

vivian sustain with shield and can do surprising amounts of dmg from range
khan is just pressure but wrecker can shut him down easily
grover is long range poke which is always not good
lex is just difficult because of his speed being so fast like abnormally fast
lian is long range poke

moji is very easy dash isn't fast and can easily shoot her during it, also you 1 shot him
talus dash isn't that useful if you're not using it to get close so rarely will people use it to go in any direction that isn't you unless they're 1 hit, also you 1 shot him
atlas just isn't that good any more w/ a proper loadout he can waste his time to be killed or use all of his abilities
BK isn't really the 'counter' you wanna use but he can corner peak well since he has projectiles
IO's dog is annoying and she is kind of like a good pocket support
barik is annoying on point but two headshots with EE can end it

willo is free, she can't get close to you or it'll be uncomfortable positioning
furia can't do nothing to you also doesn't have a good quick get away, if she uses her ult to get away well that's an L on her because tracking her through that slow flight isn't hard
seris requires LOS and also has a slow escape w/o proper cards
fernando can't really do much dps to you and if you get wrecker his shield doesn't exist

tyra can't do much besides mark, trying to poke will cost her half her hp bar
ying can't do anything to you and the amount of trimes i've shot a ying clone to get rid of it and killed a ying is actually so free
drogoz is well slow shots and requires los to actually get a shot to hit you
inara is tanky but once her dr is down she's basically barik but worse because she's slow
