Jenos provides uncounterable utility to his team. If you're not going luminary you're an actual idiot.
Furia has high dps, low heal CD, percentage based healing, shield utility in deck, and the ability to full reset her cooldowns with the right deck. Playing any flank into her is a nightmare.
Barik has incredibly high sustain with caut and wrecker now nerfed, and has had his double time card adjusted, giving him even more sustain than ever before. He is a monster to deal with unless you have your red items maxed, and even then when he's getting pocketed he will just win the trade.

Torvald gives shields and healing to whoever he's pocketing. He is not fun when hes on your team or when you're against him. Can't wait til he's nerfed. Drawback to him is that you're useless otherwise and you give up an off tank role to play him, having to rely solely on your pocketed dps to carry. If you cannot 4-0 or 4-1 the game, you will most likely lose the game as wrecker 3 will be bought by 4-2.
Zhin now has poke (without yomi) and FREE pick on whoever he wants with ult. Can farm his ult incredibly quick and turn the tide of a fight in an instant. If you're playing him as a flank rather than some type of off damage, you're doing it wrong. Just farm tanks, get your ult, get a free pick, repeat. His kit with the right cards give him enough resets to win almost any 1v1, making him a pain to fight.

Term put up siphon. Term eat your damage. Term right click you. You die. He get more siphon. His arm hurts from keeping it up for so long, but then he press E button and win game.
BK has a high skill cap, but royal subjects allow sub-par players to have a chance at him. While in inexperienced hands he won't do much besides farm tanks, but in the right hands he will literally farm a lobby. Not to mention with dmg amp, he is a monster. Most BK players will be bad, but exert caution when running at them, they can be better than you think they are.
Grover's root card is now the meta, with fatalis in his deck and resil being nerfed. He can do a lot of damage, cc a team, has one of the highest healing outputs in the game if played right, and is a pain to kill if he's good.
Inara right click. Inara live forever. Inara wall off your damage. Inara has right click again. She still live. CC? HAH what cc? She right click!! There isn't much to her besides her pure tankiness, but she is prob the best at just living on the point besides barik. A good inara is incredibly difficult to deal with and very hard to kill.

Skye is now a healer. A good healer. Illuminate is nerfed so you can't find her even when she's standing next to you. You can't out damage her healing until you get more caut. She is an incredible pain in the ass.
Strix goes invisible and has a sniper rifle with low down time. Quick scopes allow him to win sniper trades and 1v1s. Not to mention he is very quiet, if not silent, in his invisibility.
Koga has many ammo and dash. Trigger happy 5 allows him to sustain anything as long as he's shooting. Adrenaline allows him to shoot anything and get more dashes for more sustain. There aren't that many good koga players, but even mediocre ones who have half a brain to use dash and can aim will win 1v1s fairly easy.
Raum is a champion. He exists and just lives. CC is his mortal enemy, so he isn't sSSSS tier since there's a lot of champs that can just ruin his day. Raum in the game will just make the game last so much longer than it should. You cannot 1v1 raum while he is full HP, please do not try. He will just live.
Khan stun is meta now. He will stun you, and live. His ult is a free pick as long as you can aim.
Cassie has fallen off a bit (in the meta) but she is still good. She can still farm tanks and win 1v1s easy. She is even better with a jenos pocket, where the dmg amp lets her almost 2 shot most other dmgs.
Buck with bulk up is so much better now that caut is nerfed, early game he just stomps (literally) over lobbies and has the DR to tank your damage. Bounce house seems like a meme but it can work in the right hands.

Viktor has high DPS, can shoot long range (with burst mode), and his predator card early game allows him to dominate and win 1v1s fairly easy.
Kinessa is good at farming tanks. A good kinessa will be able to re-position herself accordingly to her surroundings and not allow herself to be flanked that easy. An experienced kinessa player is a nightmare to deal with, but most players are not too in-tune with her style of gameplay.
Andro can now fight midrange, allowing him to engage in fights much earlier than he used to. He can headshot you for 900 and just chunk all your hp before you have time to react. He has decent reset capabilities, which he can hit any shield or deployable to get his dashes back and make it harder for you to hit him.
Sha has a lot of CC now, and that along with his high burst damage makes him pretty annoying to deal with. His frame drops are still pretty bad.
Imani's kit is the most interesting in the game and her dps capabilities are insane if played right. She has cc and the raw damage to just chunk you without you ever noticing. Bulldozer being nerfed lets her dragon last longer than before and that thing will zone you out for an incredibly long time.
Lian is still good. Eminence high burst, elim reset, and the ability to win trades with how little down time there is between all of her abilities. She isn't damage immune in her ult anymore, allowing her to be killed, but if she's smart she won't do it at 1 hp anymore, letting her win the trade anyway with her ult.
Vivian shoot good. Great shield buster and an even better counter to torvald. Her reveals (if you run reveal duration) is pretty great against the invisible cancer that is sha, skye, and strix. Her shield lets her win 1v1s if the enemy isn't smart enough to shoot her feet. She isn't the best champion (no movement ability) but there won't be too many complaints when you pick her.
Ying's purpose is just raw healing. That's all she's good for, her ult. She has no cc, her damage isn't that high, and her clones don't really do a great job at healing by themselves. Despite the downsides her healing is pretty insane with life exchange, and if you run focusing lens you can meme lobbies with her burst damage.
Maeve may have fallen off a bit in the meta, but she is still really good with her predation card reworked. Just run cat burglar and get your bonus damage. She has high mobility, making her hard to hit and predict, and her resets allow her to be all over the place. Hitscan counters her.

Evie is probably the highest skill cap champion in the game. In the right hands she is pretty broken, but mastering her takes a very long time and even pro players have a hard time playing her well. You do not have to be scared of most evie players, but do not let your guard down.
Willo is still great in lower ranks, but in higher tier games she gets countered by the mass of pocketed hitscan that dominates the meta.
Damba's healing and utility is great, but outshined by jenos' utility, furia's everything, and grover's healing/utility. A good damba player is a blessing, but there aren't too many of them. Probably the most fun healer aside from grover.
Drogoz is also still great in every rank, but is just destroyed by hitscan. Has high burst and good consistent damage if you can land your rockets, which are fairly easy given the hitboxes and radius of his normals.
Ruckus is incredibly squishy and unfortunately the first tank you get when you play the game. In a good player's hands, he is basically a fat flank.
Tyra has decent dps, but has the drawback of not having any mobility at all. DR nade makes her hard to 1v1, along with her giant health pool. There are circumstances where cripple fire is ok, but for the most part you just want to run the grenade talent with max DR so you can survive.
Nando is in an okay spot. He's not that good, but not bad either. He can still flank if you want to, he can main tank if you want to, same with off tanking. His ult can be game changing if comboed correctly (running to point and ulting is never a good idea unless absolutely necessary (ulting for a 2-2 when your whole team is dead NOT a good idea)).

Moji. Just moji. She will kill you in 2 seconds but also is very easy to kill. A good moji getting pocketed is a nightmare, but that situation is fairly rare. Most players don't even know moji tech so they don't even utilize the things that can make her good.
Talus is good early game while running liferip in your deck. Late game he starts to fall off, but he is a pretty consistent character that can burst well, and can be difficult to deal with.

Atlas is a champion that doesn't work well in ranked. He is very team based, and given the solo nature that is ranked, he won't get much done without communication.
Lex has good damage but has no mobility and is super easy to kill since he has no escape besides a super short dash.
Pip as a dps is okay, and him as a healer isn't that much better, but both can work for the experienced player.
Grohk only works as a dps into certain comps, and is countered by every deployable shield, and term. His healing is even worse and falls off early even with caut nerfed.

Makoa is a walking target. His nerfed damage makes him unable to 1v1 any dps anymore, and he can barely tank anything as the meta is mostly hitscan (his head hitbox is massive). Good makoa players are hard to come by, making him one of the worst tanks you a pick if you are not an experienced player.
Ash is in the same boat as makoa. Good player = good ash, but her nerfed damage makes it hard for her to play the role she was intended, which is off tank. Brawl 5 allows her to cheese in fights where there is little caut, but other than that she's only good for experienced players.

Io. She was good once. You put dog on point, let it chill and contest, heal your teammates. Problem is the focused pocket takes resources, which makes you unable to transfer the pocket over to someone who needs it without replenishing the resource first. With team communication she can work well, but in ranked it's probably one of the worst healers you can pick unless you've got your team's trust.
Dredge is useless. His autos are inconsistent, his right clicks even more so. You're trusting too much on RNG and spam and hoping that someone will run into your spam, rather than your own skill. There are very little good dredge players, and even then they will just get farmed by anything that can get above them.
Seris, oh seris. If there was an F tier she would be there. Her heals fall off mid game, her damage is inconsistent. Her ult is good, but easy to avoid. If you're a lower rank, she will be a good champion to play, given how easy she is, and how little players buy cauterize in sub gold ranked.
