The purpose is to show player skill levels relative to other players, not estimate MMR.

Permafrost
Frost Bomb
Increase the Projectile Speed of Frost Bomb by 18%.
Level 3
Swift Sear
Inferno Cannon
Increase your Movement Speed while casting Inferno Cannon by 80%.
Level 4
Splitting Ice
Frost Bolt
Frost Bolt Chains to a nearby enemy within 30 units, dealing 225 damage.
