The purpose is to show player skill levels relative to other players, not estimate MMR.

Increase your Movement Speed by 20% for 2s after using Blink.

Snow Globe
Ice Storm
Ice Storm has its damage increased by 100% and its Ultimate charge decreased by 50%, but its duration is reduced to 3s.
