The purpose is to show player skill levels relative to other players, not estimate MMR.

Armor
Increase your maximum Health by 750.

Bulwark
Increase your Healing received by 18% while your Bulwark is active.
Level 3
Ready for War
Bulwark
Increase the recharge rate of your Bulwark by 24%.
Level 4
Storm of Bullets
Weapon
Increase your Attack Speed by 40%, but reduce your damage-per-shot by 25%.

Reduce the Cooldown of Grappling Hook by 2.5s after activating Explosive Dodge.

Explosive Dodge
Generate 5 Ammo after activating Explosive Dodge.

Grappling Hook
Heal for 100 after hitting an enemy with Grappling Hook. Heal for {scale=200|100} if the enemy is a Frontline.

The Night

Reduce the cooldown of Explosive Dodge by 2.5s after activating Grappling Hook.
Level 5
Tribunal Upgrades
Heavy SMG has three elemental effects: Fire imbued Mag Dump -- dealing damage over time, Electrically charged burst mode -- dealing AOE damage on stacks, and Ice infused Automatic -- shots slows enemies.
