The purpose is to show player skill levels relative to other players, not estimate MMR.

Reduce the Cooldown of Crouching Tigron by 1.6s for each enemy hit by Heavy Blade.

Heavy Blade
Heavy Blade now explodes on reactivation instead of recalling, but the initial throw does reduced damage.
