The purpose is to show player skill levels relative to other players, not estimate MMR.
Guerrilla Tactics

Flare deals 250% base damage, has significantly increased Projectile Speed, and has its Cooldown reduced by 10s, but no longer Reveals enemies.

Reduce the Cooldown of Commanding Leap by 1.2s every 1s while standing inside of your Distortion Field.

Increase the jump strength of Octavia's Commanding Leap by 15%.
