The purpose is to show player skill levels relative to other players, not estimate MMR.

Increase your Movement Speed by 24% for 2.5s after activating Blast Back.
Level 4
Window of Opportunity
Blast Back now knocks enemies straight up and enemies take 20% more DMG from Saati for 1.5s.
