The purpose is to show player skill levels relative to other players, not estimate MMR.

Increase your Movement Speed by 8% for 2s after entering Smoke Screen.

Smoke Screen
Heal for 250 over 2s while in Smoke Screen.

Hidden
Increase your Movement Speed by 25% while Hidden is active.

Debilitate
Poison Bolts
Increase the damage done by Poison Bolts by 25% and the rate at which they deal damage by 75%.
