The purpose is to show player skill levels relative to other players, not estimate MMR.

Reduce the Cooldown of Ice Block by 6.25s.

Frigid Field
Ice Block
Heal for 300 every 1s while Ice Block is active.

Snow Globe
Ice Storm
Ice Storm has its damage increased by 100% and its Ultimate charge decreased by 50%, but its duration is reduced to 3s.
