The purpose is to show player skill levels relative to other players, not estimate MMR.

Reset the Cooldown of Withdraw after dropping to or below 45% Health.

Crippling Arrow
Reduce the Cooldown of Crippling Arrow by 1s. Crippling Arrow now Silences and Slows enemies by 15% for 2s instead.
