Reset the Cooldown of Withdraw after dropping to or below 30% Health.

Desert Silence
Crippling Arrow
Reduce the Cooldown of Crippling Arrow by 1s. Crippling Arrow now Silences and Slows enemies by 15% for 2s instead.
