The purpose is to show player skill levels relative to other players, not estimate MMR.

Heal for 12% of your maximum Health after Teleporting with Transporter.

Armor
Reset the Cooldown of Transporter after dropping to or below 16% Health. This can only happen once every 30 seconds.

Using Transporter instantly Teleports you to its target location.
